South Carolina Homebuyer Program

The South Carolina Homebuyer Program helps eligible low-to-moderate income individuals and families achieve homeownership through affordable mortgage financing and down payment assistance opportunities.

Purchasing a home often requires significant upfront costs, including a down payment and closing expenses. This program is designed to help reduce those barriers by providing eligible borrowers with access to fixed-rate mortgage financing and assistance that may be used toward closing costs.

Whether you're purchasing your first home or returning to the housing market, the South Carolina Homebuyer Program may help make homeownership more attainable.
 

County Eligibility Requirements

Non-Targeted Counties

Borrowers purchasing in the following counties generally must be first-time homebuyers or have not owned a principal residence during the previous three years:

  • Aiken, Anderson, Charleston, Greenwood, Greenville, Lancaster, Lexington, Oconee, Pickens, Richland, Spartanburg and York

 

Targeted Counties

Borrowers purchasing in designated targeted counties may qualify without being first-time homebuyers, provided they do not own a home at the time of closing:

  • Abbeville, Allendale, Bamberg, Barnwell, Beaufort, Berkeley, Calhoun, Cherokee, Chester, Chesterfield, Clarendon, Colleton, Darlington, Dillon, Dorchester, Edgefield, Fairfield, Florence, Georgetown, Hampton, Horry, Jasper, Kershaw, Laurens, Lee, McCormick, Marion, Marlboro, Newberry, Orangeburg, Saluda, Sumter, Union and Williamsburg

Homebuyer Education Requirement

  • All recipients of down payment assistance must complete an approved homebuyer education course prior to loan approval.
  • Homebuyer education helps borrowers better understand the responsibilities of homeownership, the mortgage process and long-term financial planning.
